czar [zaar, tsaar] (plural czars) noun
1. American politics: an informal title for certain high-level officials. Political czars can run or organize governmental departments, and may devote their expertise to a single area of work. Czars are generally executive branch officials appointed by the President, few with Senate approval but most without approval. These appointments are considered unconstitutional because they are appointed without Senate confirmation and Congressional oversight. Thereby ignoring our system of checks and balances. Article II, Section 2 of the U.S. Constitution states the President may nominate "other public Ministers … by and with the Advice and Consent of the Senate.
